Subpart C details rules and regulations pertaining specifically to a number of special operating procedures, including auxiliary and repeater stations, message forwarding, communications between earth and space stations, telecommand and the transmission of coded telemetry data, and automatic station control.

The major subsystems are : an imaging camera to provide earth imageries with 80 meter resolution, On Board Computer ( OBC ), Attitude Determination and Control System ( ADCS ), RF communication system with S Band frequency, telemetry, telecommand, thermal system, structure and Electrical Power System ( EPS ).

Shankara moved to ISRO Satellite Centre, Bangalore in 1996 as Deputy Director, Electronics Systems Area, to direct technical activities on spacecraft electronics like, spacecraft power systems, telemetry, telecommand and data handling, communication systems, assembly, integration and checkout of spacecraft . In 2001, he took over as Director, Satellite Communications Programme and Programme Director, INSAT at ISRO Headquarters, Bangalore, in which capacity, he was involved in the overall planning and direction of the communication satellite programme of ISRO.
