The salaries and allowances of the judges and of the High Court staff are all charged on the Consolidated Fund of the State . न्यायाधीशों तथा उच्च न्यायालय के कर्मचारीवृंद के वेतनों तथा भत्तों को पूर्णतया राज्य की संचित निधि पर प्रभारित किया जाता है .

The Bill , as the name itself suggests , intends to give legal authority to the government to appropriate expenditure from and out of the Consolidated Fund . इस विधेयक का आशय , जैसा कि इसके नाम से स्पष्ट है , संचित निधि में से व्यय के विनियोग के लिए सरकार को कानूनी अधिकार देना है .

All expenses of the Union and State Service Commissions are charged on the Consolidated Fund of the Union or the State concerned -LRB- Article 322 -RRB- . संघ एवं राज्यों के सेवा आयोगों के समूचे व्यय संघ की संचित निधि या संबद्ध राज्य की संचित निधि पर भारित होते हैं ( अनुच्छेद 322 ) .

Since the moneys invested in them are appropriated from the Consolidated Fund of India , it becomes the responsibility of the Lok Sabha to have adequate control over their affairs . उन पर लगाई गई धनराशियां चूंकि भारत की संचित निधि से ली गई हैं अतः लोक सभा का यह दायित्व हो जाता है कि वह उनके कार्यों पर पर्याप्त नियंत्रण रखे .

-LRB- c -RRB- Appropriation Bill : Under the Constitution , no money can be withdrawn from the Consolidated Fund of India without enactment of law by the Parliament . ( ग ) विनियोग विधेयक ( एप्रोप्रिएशन बिल ) : संविधान के अनुसार , भारत की संचित निधि में से कोई धन , संसद द्वारा विधि के अधिनियम के बिना , नहीं निकाला जा सकता .

Estimates and Demands for Grants : Estimates relating to expenditure charged on the Consolidated Fund are not submitted to the vote of Parliament but discussion there on is not barred . अनुमान तथा अनुदानों की मांगें 1 : संचित निधि पर भारित व्यय से संबंधित अनुमान संसद में मतदान के लिए नहीं रखे जाते लेकिन उनकी चर्चा पर रोक नहीं है .

Borrowing : The executive power of the Union extends to borrowing upon the Consolidated Fund of India within limits , if any , set by Parliament by law -LRB- article 292 -RRB- . उधार लेना : संघ की कार्यपालिका-शक्ति के अनुसार संसद द्वारा विधि के अधीन नियत सीमाओं के भीतर भारत की संचित निधि से उधार लिया जा सकता है ( अनुच्छेद 292 ) .

In order to avoid parliamentary control over the expenses of the Supreme Court provision has been made that the administrative expenses of the court be charged to the consolidated fund of India . उच्चतम न्यायालय के खर्च के ऊपर संसद का नियंत्रण न रहे , इसके लिए यह उपबंध किया गया है कि इस न्यायालय के प्रशासनिक व्यय को भारत की समेकित निधि पर भारित किया जाएगा .

Anu 265 according to law without executive authority of any tax will be charged and not charged either be 266 per Anu spending any money from the Consolidated Fund of India / Parliament's approval required before submission to load अनु 265 के अनुसार कोई भी कर कार्यपालिका द्वारा बिना विधि के अधिकार के न तो आरोपित किया जायेगा और न ही वसूला जायेगा अनु 266 के अनुसार भारत की समेकित निधि से कोई धन व्यय /जमा भारित करने से पूर्व संसद की स्वीकृति जरूरी है

As per Article 265, no tax would be either levied by the executive without the legislative rights nor the same would be recovered. As per Article 266, the prior consent of the Parliament is required before expending/depositing or weighting any money on the Consolidated Fund of India. अनु 265 के अनुसार कोई भी कर कार्यपालिका द्वारा बिना विधि के अधिकार के न तो आरोपित किया जायेगा और न ही वसूला जायेगा अनु 266 के अनुसार भारत की समेकित निधि से कोई धन व्यय /जमा भारित करने से पूर्व संसद की स्वीकृति जरूरी है
