The order and sentence passed by the general court martial and the confirmation thereof by the Commander-in-Chief who was the confirming authority in the case was announced in a communique which was published in the Gazette of India Extraordinary on 3rd January , 1946 . फौजी अदालत में पास किया गया दंड और आदेश और उसका कमांडर इन चीफ ( इस मुकदमे में अभिपुष्टि अधिकारी ) द्वारा पुष्टिकरण एक विज्ञप्ति में उदघोषित किया गया , जो 3 जनवरी 1946 को ' गजट आफ इंडिया एक़्स्ट्राआर्डिनरी ' में छपा .

” That the matter of complaint made in the said second paragraph appeared in the said Brahmo Public Opinion in its issue of the 26th day of April , 1883 and no explanation or contradiction thereof appeared in that paper , or in any other newspaper , before the publication of the said issue of the said periodical work . ” कि शिकायत का आधार दूसरे अनुच्छेद की सामग्री ' ब्रह्यो पब्लिक ओपीनियन ' के 26 अप्रैल 1883 के अंक में छपी थी और इसका कोई खंडन या स्पष्टीकरण इस पत्र या दूसरे किसी अखबार में , उक्त पत्र के उक्त अंक के प्रकाशन से पहले नहीं छपा था .

The Constitution provides , therefore , that no action can be taken against a member of Parliament in any court or before any authority other than Parliament in respect of anything said or a vote given by him in Houses of Parliament or any Committee thereof . अत : संविधान का उपबंध है कि संसद में या उसकी किसी समिति में संसद के किसी सदस्य द्वारा कही गई किसी बात या दिए गए किसी मत के संबंध में किसी संसद सदस्य के विरुद्ध किसी न्यायालय में या संसद के अलावा किसी प्राधिकारी के समक्ष कोई कार्रवाई नहीं की जाएगी .

Committee on Petitions : In a parliamentary democracy like we have , it is the inherent right of the people to present petitions to the Parliament with a view to ventilating grievances and seeking redressal thereof and offering constructive suggestions on matters of public importance . ह्यचारहृ जांच समितियां याचिका समिति ः संसदीय लोकतंत्र में , जैसा हमारे यहां है , शिकायतें व्य> करने और उनका समाधान कराने और लोक महत्व के मामलों पर रचनात्मक सुझाव देने की दृष्टि से संसद में याचिकाएं पेश करने का लोगों का अंतर्निहित अधिकार होता है .

Following the golden rule that whereof one cannot speak thereof one must remain silent , he published nothing about his work on them . He might have drawn an equal blank from his experiments with ordinary garden peas .
