Commissioners were appointed, any nine of whom could agree to improve the river by constructing locks, removing annoyances, and creating towing paths.

After seeing them, they recommended that a towing path should be built through the tunnel but the extra cost and delays could not be afforded.

Another act of 1571 allowed the Lord Mayor to make cuts and improvements to the river, and to construct towing paths on both sides of it.
