Its responsibility is to review the financial position of Panchayats and to make recommendations to the Governor about the distribution of the net proceeds of taxes between the states and Panchayats as also about the grants-in-aid to Panchayats from the Consolidated Fund of the state and also about the measures needed to improve the financial position of Panchayats . ix The Provisions of the amendment will not apply , at preset , to the scheduled areas and certain tribal areas such as the states of Nagaland , Meghalaya , Mizoram , hill areas in the state of Manipur for which a district council exists , and hill areas of the district of Darjeeling in the state of West Bengal for which Darjeeling Gorkha Hill Council exists . इसका काम पंचायतों की वित्तीय Zस्थिति की समीक्षा करना और राज़्यपाल को करों की शुद्ध आगमों के राज़्य एवं पंचायतों के बीच बंटवारे के विषय में तथा राज़्य की समेकित निधि से पंचायतों को सहायता अनुदान देने तथा साथ ही पंचायतों की वित्तीय स्थिति को सुधारने के लिए आवश्यक उपायों के बारे में राज़्यपाल को सिफारिशें करना है.9 . संशोधन के उपबंध अनुसूचित क्षेत्रों और कतिपय जनजातीय क्षेत्रों पर लागू नहीं होंगे जैसे कि नगालैंड , मिजोरम , मेघालय के राज़्य , मणिपुर राज़्य के पर्वतीय क्षेत्र जिनके लिए एक जिला परिषद विद्यमान है , तथा पश्चिम बंगाल राज़्य के दार्जिलिंग जिले के पर्वतीय क्षेत्र जिसके लिए दार्जिलिंग गोरखा पर्वतीय परिषद बनी हुई है .
