Islam's problem is less its being anti -modern than that its process of modernization has hardly begun. In come individual freedoms, civil rights, political participation, popular sovereignty, equality before the law, and representative elections. इस्लाम की समस्या यह कम है कि वह आधुनिकता विरोधी है इसकी अधिक समस्या यह है कि यहाँ आधुनिकीकरण की प्रक्रिया आरम्भ नहीं हुई है। मुसलमान अपने धर्म को आधुनिक बना सकते हैं परंतु उसके लिये कुछ प्रमुख परिवर्तन करने होंगे- मुस्लिम शासन की स्थापना के लिये जिहाद छेड्ने का सिद्धांत त्यागना होगा, गैर मुसलमानों के लिये द्वितीय श्रेणी की नागरिकता और ईशनिन्दा या धर्मद्रोह के लिये मृत्युदण्ड भी त्यागना होगा। व्यक्तिगत स्वतंत्रता की बात करें, नागरिक अधिकार, राजनीतिक भागीदारी, लोकप्रिय सम्प्रभुता, विधि के समक्ष समानता और प्रतिनिधित्वकारी चुनाव।
