Cayley's next innovations were twofold : the adoption of the whirling arm test rig, invented in the previous century by Benjamin Robbins to investigate aerodynamic drag and used soon after by John Smeaton to measure the forces on rotating windmill blades, for use in aircraft research together with the use of aerodynamic models on the arm, rather than attempting to fly a model of a complete design.
