Clause 5 of article 19 however , provides for imposition of reasonable restrictions on the exercise of either of them by law . किंतु अनुच्छेद 19 के खंड ( 5 ) में जनसाधारण के हितों में या किसी अनुसूचित जनजाति के हितों की रक्षा के लिए विधि द्वारा उनमें से किसी के भी प्रयोग पर युक्तियुक्त प्रतिबंध लगाए जाने का उपबंध है .

Under article 335 , the claims of the Scheduled Castes and Tribes are to be taken into consideration while making appointments to public services without sacrificing the efficiency of administration . अनुच्छेद 335 के अधीन लोक सेवाओं के लिए नियुक्तियां करते समय अनुसूचित जातियों एवं जनजातियों के दावों को ध्यान में रखा जाएगा , पर साथ ही प्रशासन की दक्षता को भी बनाए रखा जाएगा .

The total elective membership is distributed among the States in such a manner that the ratio between the number of seats allotted to each State and the population of the State is , as far as possible , the same for all States . सन् 2000 तक लोक सभा में स्थानों की संख़्या में कोई परिवर्तन नहीं होगा ( अनुच्छेद 81 ( 3 ) ) लोकसभा में अनुसूचित जातियों तथा अनुसूचित जनजातियों के लिए जनसंख़्या-अनुपात के आधार पर स्थान आरक्षित हैं .
