The policy makers , the legislators , the administrators and different functionaries at various levels involved in the functioning of the democratic set-up , therefore , need to be trained in the tenets , tools and operational mechanics of parliamentary institutions . इसलिए लोकतंत्रात्मक व्यवस्था के कार्यकरण में भिन्न भिन्न स्तरों पर काम करने वालों , जैसे नीति निर्माताओं , विधायकों , प्रशासकों और ऐसे ही विभिन्न अन्य कार्यकर्ताओं को संसदीय संस्थाओं के सिद्धांतों , साधनों और कार्यपद्धतियों में प्रशिक्षण दोनों आवश्यक हैं .
