Since the inception of the scheme in 1985 to Rabi 1996-97 season about 5.82 crore farmers were covered under the scheme and claims of Rs. 1,523 crore were paid against premium collections of mere Rs. 269 crore. १९८५ में इस योजना के प्रारंभ से ले कर १९९६-९७ के रबी के मौसम तक लगभग ५.८२ करोड़ कृषक इस के अंतर्गत सुरक्षित किये जा चुके थे और मात्र २६९ करोड़ रु के प्रीमियम की वसूली के बदले दावों के १,५२३ करोड़ रु. का भुगतान किया जा चुका था.

Spokeswoman Kristie Clemens explained that her agency had information on how events such as the one in Toronto “may be used by terrorist organizations to promote terrorist activities, which includes traveling and fund raising.” Ms. Clemens later added that the CBP has “credible, ongoing information that these types of conferences have been used and are being used by terrorist organizations to not only transport fraudulent documents but to mask travel by terrorists.” Terrorists imagine, she pointed out, that if they travel in a large group, “we're going to be less restrictive and try to expedite the processing.” इस एजेन्सी की प्रवक्ता क्रिस्टीन क्लीमेन्स ने स्पष्ट किया कि उनकी एजेन्सी ने सूचित कर दिया था कि टोरन्टो जैसे सम्मेलनों का उपयोग आतंकवादी संगठन आतंकवादी गतिविधियों को चलाने और विशेषकर यात्रा तथा चंदा वसूली के लिए करते हैं . सुश्री क्लामेन ने यह भी जोड़ा कि उनके पास इस बात की ठोस जानकारी है कि इस प्रकार के सम्मेलनों का उपयोग न केवल फर्जी दस्तावेजों के परिवहन के लिए होता है वरन् आतंकवादियों की यात्रा के लिए भी होता है . उनके अनुसार आतंकवादियों की कल्पना है कि यदि वे समूहों में यात्रा करेंगे तो हमारी सख्ती ढीली पड़ जायेगी और हमारा ध्यान प्रक्रिया को शीघ्र समाप्त करने पर अधिक होगा. उनके स्पष्टीकरण से संकेत मिलता है कि क्यों सीमी सुरक्षा एजेन्सी ने टोरन्टो सम्मेलन से वापस लौट रहे 40 अमेरिकी नागरिकों को रोक लिया था .
