The Committee examines all papers laid on the Table of the House and reports to the House any defaults in compliance with the provisions of the Constitution , Act , Rule or Regulation under which the papers have been laid or if there has been any unreasonable delay in the laying of such papers before the Parliament . यह समिति सभा पटल पर रख गए सभी पत्रों की जांच करती है और संविधान के जिस उपबंध के अधीन या अधिनियम , नियम या विनियम के अधीन पत्र सभा पटल पर रखे गए हों उनके अनुपालन में यदि कोई त्रुटियां पाई जाएं तो उनके बारे में , या यदि ऐसे पत्र संसद के समक्ष रखने में अनुचित विलंब हुआ हो तो उसके बारे में , सदन को प्रतिवेदन देती है .

Law is a process ? a long and complicated process ? beginning in the pre-natal social urges , the first felt need and demand for action , conception of the policy-makers and the play of political forces and various interest groups , involving role of the concerned and the law departments in drafting the Bill , the ruling party , the concerned minister and the Cabinet , the Houses of Parliament and their Committees and the President ; and proceedings to making rules and regulations and then actual implementation by the administration and , in case of dispute , interpretation and judicial review by Courts . विधि एक Zप्रक्रिया है , एक लंबी और जटिल प्रक्रिया , जो प्रारंभिक सामाजिक प्रवृत्तियों से आपरंभ होती है , पिर महसूस की जाने वाली पहली आवश्यकता और कार्यवाही ही मांग , पिर नीति निर्माताओं की धारणाआ ओर राजनीतिक शक़्तियों और विभिन्न हितों वाले ग्रुपों की भूमिका , पिर विधेयक का प्रारूप तैयार करने वाले विधि एवं अन्य विभागों की भूमिका , पिर स्तारधारी दल , संबद्ध मंत्रिमंडल , संसद के दोनों सदनों और उसकी समितियों और पिर राष्ट्रपति की भूमिका , और पिर नियम तथा विनियम बनाया जाना ; पिर प्रशासन द्वारा वास्तविक क्रियान्वयन और विवाद की स्थिति में/न्यायालयों द्वारा व्याख़्या पुनर्विलोकन .
