The parliament cannot take decisions on its own. It needs the approval of the prime minister before any decision is taken. The increase in population , more economic activities , combined with movement of school teachers to avail of annual leave and the increasing number of tourists - all these factors together at times make matters unmanageable . द्वीपों की बढ़ती आबादी , आर्थिक व व्यापारिक गतिविधियां , स्कूल , विद्यालयों के बंद होने तथा खुलने पर अध्यापकों का सामूहिक रूप से मुख्य भूमि जाना-आना तथा पर्यटकों की नित्य बढ़ती संख्या ये सब मिलकर कभी-कभी समस्या को नियंत्रण के बाहर कर देते हैं .
