Whatever harm British rule has done to India is compensated by one great blessing which the contact with a free democratic people brought hera systematic schooling in the theory and practice of modem democracy . Though the study of the phoilsophical foundations of democracy and the enlightened liberal outlook which it produced was confined to a small circle of intellectuals , the practical training in the rough and ready methods of representative government which the Indian people gradually received at all levels since Lord Ripon introduced local self-government , gave a great majority of Indians a uniformity of political outlook which is rare in Eastern , and not very common in Western countries . ब्रिटिश सरकार ने भारत का जो भी नुकसान किया है , उसकी पूर्ति स्वतंत्र प्रजातांत्रिक व्यक़्तियों के संपर्क के द्वारा देश में आयीआधुनिक प्रजातंत्र के सिद्धांत और व्यवहार की सुव्यवस्थित शिक्षा के द्वारा एक आर्शीवाद के रूप में हुई यद्यपि प्रजातंत्र के दार्शनिक आधार के Zअध्ययन तथा ज्ञानमय उदार दृष्टिकोण , जो उसने पैदा किया , कुछ बुद्धिजीवी लोगों तक ही सीमित रहा , किंतु प्रतिनिधि शासन के प्रचलित तात्कालिक तरीकों के व्यावहारिक प्रशिक्षण ने जो भारतीयो को हर स्तर पर मिला , जबसे लार्ड रिपन ने स्थानीय स्वायत्त शासन प्रणाली प्रवर्तित की , बहुत बड़ी संख़्या में भारतीयों को समान राजनैतिक दृष्टिकोण दिया , जो कि पूर्वी देशों में बहुत कम था और पश्चिमी देशों में बहुत अधिक प्रचलिता नहीं
