Though it does not amount to voting the government out of office , it goes to show that a government which has failed to prevent an adverse vote on an adjournment motion , will not be able to survive a direct ' Motion of No-confidence ' in the Council of Ministers . यद्यपि उससे सरकार अपदस्थ नहीं होती तथापि उससे यह सिद्ध हो जाता है कि जो सरकार स्थगन प्रस्ताव पर प्रतिकूल मत को रोकने में विफल रही है वह मंत्रिपरिषद में ? अविश्वास के प्रस्ताव ? के परिणाम से बच नहीं सकेगी .

Adjournment- In any House, the Chairperson brought a short period break between any session, this does not ends the session and the pending issues also does not ends. These are of two types:1. For indefinite period 2. Halt - The chairman of any Sadans, in the middle of session can halt the session for short period. It does not end the session but it is done for completing the pending works. It is of two types 1. Posponement- Any session can be brought into a small halt by its chair man in the middle of the session. This neither end the session nor ends the pending work of the Parliament. This is of two types 1. Indefinite period 2. During the Seventh Lok Sabha , for example , out of 5762 notices of adjournment motion received , only 149 were brought before the House and finally only 24 of them could be admitted and discussed , and none of them was adopted , In the Eighth Lok Sabha , notices of 1801 adjournment motions were received . उदाहरणार्थ सातवीं लोक सभा की कार्यावधि के दौरान प्राप्त हुई स्थगन प्रस्तावों की 5762 सूचनाओं में से केवल 149 सूचनाएं सदन के समक्ष लाई गईं ओर अंत में उनमें से केवल 24 सूचनाएं गृहीत हो सकीं और उन पर चर्चा हो सकी और उनमें से कोई भी प्रस्ताव स्वीकृत नहीं हुआ .

Presiding Officers of both the Houses , convinced of the need to curb this practice , wanted to devise some method to enable members to raise issues which they felt they should , and which were not the subject matter of a recent question , Adjournment Motions , Calling Attention notices , etc . दोनों सदनों के पीठासीन अधिकारियों को यकीन हो गया था कि इस प्रथा को रोकने की जरूरत है और वे चाहते थे कि कोई ऐसा तरीका निकाला जाए जिससे कि सांसद ऐसे मामले उठा सकें जो वे उठाना चाहते हों और जो हाल Zके किसी प्रश्न , स्थगन प्रस्ताव , घ्यानाकर्षण प्रस्ताव आदि के अंZतर्गत न उठाये जा सकते हों .

The Motion of Thanks on the President 's Address , motion for adjournment on a matter of public importance , motion of no-confidence , motions for election or removal of the Speaker , Deputy Speaker of the Lok Sabha or the Deputy Chairman of the Rajya Sabha , privilege motions and also , all resolutions are substantive motions . राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव , लोक महत्व के किसी मामले पर स्थगन प्रस्ताव , अविश्वास प्रस्ताव , लोक सभा के अध्यक्ष , उपाध्यक्ष के या राज़्य सभा के उपसभापति के निर्वाचन के लिए या हटाने के लिए प्रस्ताव , विशेषाधिकार के प्रस्ताव और सभी संकल्प मूल प्रस्ताव होते हैं .
