It was to be argued , “ whether , in case a criminal , who has succeeded in escaping into the territory of another State , is erroneously handed over , without the formalities of extradition having been complied with , by the police of the local State to the police of the prosecuting State , such local State can demand that the prosecuting State shall send the criminal back and ask for his formal extradition . ” विचार का मुद्दा यह होना था कि “ यदि एक अपराधी भागकर दूसरे देश के राज्य क्षेत्र में जा पहुंचता है , और प्रत्यार्पण की औपचारिकताएं पूरी किए बगैर ही स्थानीय पुलिस द्वारा , अभियोग चलाने वाली सरकार की पुलिस को सौंप दिया जाता है , तो ऐसी स्थिति में क्या उक्त स्थानीय सरकार यह मांग कर सकती है कि अभियोग चलाने वाली सरकार उस अपराधी को वापिस सौंप दे और उसके औपचारिक प्रत्यार्पण के लिए कहे . ”

However belatedly, the Bush administration has recognized that terrorists, more than the tools of their trade, must be watched and stopped. This amounts to a gigantic step forward in the protection of American travelers. The administration deserves congratulations for the courage to accept the need for profiling. But SPOT is just a first step. Skilled terrorists learn how not to be nervous or give off other tell-tale signs. To be fully effective, profiling must focus on something more inherent to terrorism than anxiety. What might that be?
