The welfare state which we are striving to create in India should regard it as its duty to encourage art and culture by giving financial aid to cultural institutions and individual artists but should not make this an instrument of restricting their freedom of thought and action or exploiting them for its purpose . कल्याणकारी राज़्य , भारत में जिसकी स्थापना के लिए हम प्रयत्नशील है , को सांस्कृतिक संस्थाओं तथा कलाकारों को व्यक़्तिगत रूप से आर्थिक सहायता देकर , कला और संस्कृति को प्रोत्साहित करना , अपना कर्तव्य मानना चाहिए , किंतु इसे उनका विचार और क्रियाओं की स्वतंत्रता को प्रतिबंधित करने तथा अपने उद्देश्यो की पूर्ति के लिए दोहन Zकरने का साधन नहीं बनाना चाहिए .
