What fascinates me is that nobody thinks that the debate needs to be about the quality of education Indian children are offered and not limited to the tired clichs of secularism and communalism . इस बात की ओर किसी का ध्यान नहीं जा रहा कि बहस धर्मनिरपेक्षता और सांप्रदायिकता जैसे घिसे-पिटे मुद्दों के बजाए भारतीय छात्रों को मिल रही शिक्षा की गुणवत्ता पर चलए जाने की जरूरत है .

The demands put forward on behalf of these several movements might be , as they indeed are , wholly national with no communal tinge or bias in them , but some execuse has to be found to discredit and oppose them and the plea of communalism is a useful one . इन तमाम आंदोलनों की और से जो मांगे पेश की गयीं , पूर्णतया राष्ट्रीय , वह जैसी कि असल में हैं और उनमें किसी तरह का सांप्रदायिक झुकाव या रंग नहीं है , लेकिन उन्हें बदनाम करने और उनकी खिलाफत करने के लिए कोई बहाना खोज निकालना जरूरी था और सांप्रदायिकता का बहाना बड़ा ही कारगर है .

Far from completing the unification of India and its flowering into a single nation , the British tried to maintain their hold over the country by setting into motion the divisive forces of communalism , casteism and regionalism and by bolstering up the decadent princely order . भारत को एक सूत्र में बांधने की प्रक्रिया को पूरा करने तथा उसे एक राष्ट्र में पुष्पित करने की जगह पर अंग्रेजों ने सांप्रदायिकता , जातीयता और क्षेत्रीयता की विभाजक शक्तियों को उभारा-राजे रजवाड़ों की पतनोन्मुख परंपरा को सहारा दिया और ऐसा करके देश पर अपना नियंत्रण बनाये रखने की कोशिश की .

But if it is associated with the feeling that those sons of the country living in the same area or an adjacent area who speak a different language are outsiders in the worst sense of the term and should be treated as such , then it assumes the ugly shape of linguistic communalism which is harmful to national unity and is highly objectionable . किंतु यदि उनमें वह भावना निहित हो जाती है , कि उसी क्षेत्र या पास के क्षेत्र में रहने वाले देश के वे लोग जो भिन्न भाषा बोलते है , शब्द के सबसे अनुचित अर्थ में बाहरी हैं , और उनके साथ उसी तरह का व्यवहार करना चाहिए , तब वह भाषायी सांप्रदायिकता का भद्दा रूप बन जाता है , जो राष्ट्रीय एकता के लिए हानिकर तथा अत्याधिक आपत्तिजनक है .

But fortunately there is a favourable factor which leads us to hope that the disastrous consequences of linguistic communalism will not reach the extreme limit and cause the political disintegration of the country ; the conflicting groups and regions have by and large full confidence in the Government at the Centre and are prepared to accept its guidance in resolving cultural as well as other conflicts . किंतु भागऋ-ऊण्श्छ्ष्-य से एक अनुकूल तथऋ-ऊण्श्छ्ष्-य है जो हमें आशनऋ-ऊण्श्छ्ष्-वित करता है कि भाषायी सांप्रदायिकता के खतनाक परिणाम चरम सीमा तक नहीं पहुंचेंग और देश के राजनैतिक विघटन का कारण नहीं बनेंगे , कऋ-ऊण्श्छ्ष्-योंकि विरोधी समुदायो और क्षेत्रों की केंद्रीय सरकार पर लगभग पूरा विशऋ-ऊण्श्छ्ष्-वास है और सांसऋ-ऊण्श्छ्ष्-ऋति तथा अनऋ-ऊण्श्छ्ष्-य मतभेदों के समाधान के लिए वे उसके मार्ग दर्शन को सऋ-ऊण्श्छ्ष्-वीकार करने के लिए तैयार हैं .
