Special Procedure for Money Bills Article 110 defines a Money Bill as a Bill which contains only provisions regarding taxes , borrowings , custody of the Consolidated and Contingency Funds , appropriations , declaring of any expenditure as charged on the Consolidated Fund , receipt and custody of money in the Consolidated Fund , audit of the accounts of the Union -LRB- or of a State -RRB- or any other incidental matters . धन-विधेयकों1 के लिए विशेष प्रक्रिया धन विधेयक की परिभाषा करते हुए अनुच्छेद 110 में कहा गया है कि धन विधेयक वह विधेयक होता है जिसमें केवल इन विषयों के बारे में उपबंध होता है अर्थात कर उधार , संचित निधि तथाऑ की अभिरक्षा , विनियोग , किसी व्यय को संचित निधि पर भारित घोषित करना , संचित निधि में धन की प्राप्ति तथा अभिरक्षा , संघ या राज्य के लेखाओं की लेखापरीक्षा या कोई अन्य आनुषंगिक मामले .

The Senate stated that “by any standard, the credible evidence now known falls far short of supporting the allegation of an agreement between the Reagan campaign and Iran to delay the release of the hostages” (Committee on Foreign Relations 1992, 115). The House report went further, declaring that “There was no October Surprise agreement ever reached.” It found “wholly insufficient credible evidence” that communication took place between the Reagan campaign and the Iranian government and “no credible evidence” of an attempt by the campaign to delay the hostages' release. A delighted Mahmoud Abbas of the Palestinian Authority responded to U.S. demands on Israel by sitting back and declaring that “The Americans are the leaders of the world. … I will wait for Israel to freeze settlements.” Never mind that Abbas personally had negotiated with six Israeli prime ministers since 1992, each time without an offer to stop building settlements: why should he now demand less than Obama? बस्तियों पर जोर देने का प्रभाव कूटनीति पर होना ही था। प्रसन्न होकर फिलीस्तीन अथारिटी के महमूद अब्बास ने इजरायल के लिये अमेरिका की माँग पर प्रतिक्रिया दी और घोषित किया कि, “ अमेरिका विश्व का नेता है……. मैं इस बात की प्रतीक्षा करूँगा कि इजरायल बस्तियों पर रोक लगाये”। यह ध्यान देने योग्य है कि अब्बास ने 1992 से इजरायल के छह प्रधानमंत्रियों से बातचीत की है और प्रत्येक बार किसी भी अवसर पर बस्तियों को रोकने का प्रस्ताव नहीं रखा लेकिन आखिर क्यों वे ओबामा से कम इस माँग को रखें?
