Where the Speaker of Parliament is of the opinion that a bill appears to prejudicially affect individual rights or interests ( such a bill is known as a hybrid bill ) it must be referred to a select committee, and the committee must hear any affected party who has presented a petition to Parliament.

A "'Hybrid Bill "'is a class of Bill introduced in 2009 . It is a combination of the characteristics of Public and Private Bills and is intended for use where its contents relate to general law or public policy, but where those provisions may negatively affect specific persons or bodies ( rather than the public in general ).

Thirdly, that it did not take proper account of the environmental impact on the Chilterns Area of Outstanding Natural Beauty and several important wildlife habitats, and finally that the hybrid bill approach was'incompatible with the Arup, announced it has also started proceedings on the grounds that the UK Government could choose an alternative route which would provide an improved connection between HS2 and Crossrail via a transport hub built on land owned by the company.
