Justice H R Khanna of the Supreme Court had observed : Another thing which is shaking the confidence of the people in the judicial system is the high incidence of acquittals and the increasing failure of the system to bring major culprits to book . उच्चतम न्यायालय के न्यायमूर्ति एच . आर . खन्ना ने कहा था : एक अन्य बात जो न्यायतंत्र में लोगों के विश्वास को डिगा रही है , वह है दोषमुक्ति के मामलों की भारी संख़्या और बड़े अपराधियों को दंडित करने की न्यायतंत्र की बढ़ती असफलता .

We have to bear in mind that if the people lose their faith in the judicial system and carry the impression that the judiciary is not able to punish the cuplrits , the victims and the kinsmen of the victims would resort to extra-legal methods to settle scores with the culprits whose identity is normally known to them . हमें यह स्मरण रखना चाहिए कि अगर लोगों का विश्वास न्यायतंत्र से उठ गया और उनके मन में यह बात बैठ गई कि न्यायपालिका अपराधियों को दंड देने में असमर्थ है तो अपराधों के शिकार व्यक्ति और उनके संगे-संबंधी अपराधियों के साथ , जिन्हें वे प्राय : पहचानते हैं , निपटने के लिए गैरकानूनी तरीकों का इस्तेमाल करेंगे .

To live a fully Muslim life requires living in accord with the many laws of Islam, called the Sharia. The Sharia includes difficult-to-implement precepts pertaining to taxation, the judicial system, and warfare. Its complete implementation can occur only when the ruler himself is a pious Muslim (though an impious Muslim is much preferable to a non-Muslim ). For Muslims, rule by non-Muslims is an abomination, a blasphemous inversion of God's dispensation. एक परिपूर्ण मुस्लिम जीवन जीने के लिये आवश्यक है कि शरियत नामक इस्लाम के अनेक कानूनों का पालन किया जाये. शरियत में टैक्स, न्यायिक व्यवस्था और युद्धनीति के सम्बन्ध में ऐसे व्यवहार शामिल हैं जिन्हें लागू करना अत्यन्त कठिन है. इसे पूरी तरह लागू करना तभी सम्भव है जब शासक स्वयं एक शुद्ध मुसलमान हो (यद्यपि एक अशुद्ध मुसलमान ही गैर-मुसलमान की पसन्द होगा). मुसलमान के लिये गैर-मुसलमान का शासन घृणा का पात्र तथा ईश्वर के क्रियाकलाप में ईशनिन्दित हस्तक्षेप है.
