Activists had tried to use the Objectives Resolution with its principle that " Muslims shall be enabled to order their lives in the individual and collective spheres in accordance with the teachings and requirements of Islam as set out in the Holy Quran and Sunnah, " but the resolution was originally part of the " preamble " of the constitution, rather than " in " the constitution itself, and as a result a 1973 ruling had declared it to " not have same status or authority " as the " normal written constitution ".
