(b ) confer any right or interest in any burgess acres or any grazing rights connected therewith, or affect the law or practice existing at the commencement of this Act with reference to the use, enjoyment and administration of any such burgess acres or grazing rights . }}

If approved by voters, the amendment would allow the Legislature to pass a law requiring that a parent or guardian be informed before a minor or incompetent child underwent " any medical or surgical procedure or treatment, irrespective of any right or interest otherwise provided in the Constitution ."

Where the Speaker of Parliament is of the opinion that a bill appears to prejudicially affect individual rights or interests ( such a bill is known as a hybrid bill ) it must be referred to a select committee, and the committee must hear any affected party who has presented a petition to Parliament.

In essence, a bill of sale is a written instrument showing the voluntary transfer of a right or interest or title to personal property, either by way of security or absolutely, from one person to another without the actual physical possession of the property leaving the owner and being delivered to the other party.

Proposed Interpretive Statement to appear on ballot : This constitutional amendment would provide that the Legislature may require that a parent or legal guardian receive notice before his or her minor or incompetent child undergoes any medical or surgical procedure or treatment, irrespective of any right or interest that is otherwise provided in the Constitution.

Proposed voter referendum statement : Shall the amendment to Article I of the New Jersey Constitution, stating that the Legislature may provide that a parent or legal guardian shall receive notice before his or her minor or incompetent child undergoes any medical or surgical procedure or treatment, irrespective of any right or interest otherwise provided in the Constitution, be approved?
