6.3 Subjects in the state list are less important. In 5 special circumstances center can make the law over state list, but state cannot make law over center list in any condition. 6.3 राज्य सूची के विषय कम महत्वपूर्ण हैं 5 विशेष परिस्थितियों मे राज्य सूची पर संसद विधि निर्माण कर सकती है किंतु किसी एक भी परिस्थिति मे राज्य केन्द्र हेतु विधि निर्माण नहीं कर सकते

6.3 The state list is of lesser impotance. There are five situations in which the central government can exercise these rights on the state government, but in any of these situations, the state does not have the right to protest. 6.3 राज्य सूची के विषय कम महत्वपूर्ण हैं 5 विशेष परिस्थितियों मे राज्य सूची पर संसद विधि निर्माण कर सकती है किंतु किसी एक भी परिस्थिति मे राज्य केन्द्र हेतु विधि निर्माण नहीं कर सकते

The Parliament also enjoys the power to legislate for implementing any treaty , agreement or convention with any country or any decision made at an international conference , association or other body on any subject , even if it falls in the State List . किसी देश के साथ की गई संधि , समझौते या अभिसमय को या किसी अंतर्राष्ट्रीय सम्मेलन , एसोसिएशन या अन्य निकाय में किसी विषय पर , यदि वह विषय राज़्य सूची में हो तो भी , किए गए फैसले को कार्यान्वित करने के लिए विधान बनाने की शक़्ति भी संसद को प्राप्त है .

Article 246 lays down that the Union Parliament would have exclusive jurisdiction to make laws in regard to items in the Union List , the State Legislature would have exclusive power to make laws in respect of items in the State List and both the Union and State Legislatures could legislate in the area of items included in the Concurrent List . अनुच्छेद 246 में व्यवस्था है कि संघ सूची की मदों के बारे में संसद को विधियां बनाने की अनन्य अधिकारिता होगी , राज्य सूची की मदों के बारे में राज्य के विधानमंडल को विधायां बनाने की अनन्य शक्ति होगी और समवर्ती सूची में शामिल मदों के बारे में संघ तथा राज्यों के विधानमंडल , दोनों की विधान बना सकते हैं .

Under articles 356 and 357 , on the ground of failure of constitutional machinery in any State , all its executive and legislative powers may be taken over by the Union and under articles 352 to 354 , the Constitution can be converted into an entirely unitary one inasmuch as during Proclamation of Emergency , the executive and legislative powers of the Union extend to matters even in the State List . अनुच्छेद 356 तथा 357 के अधीन , किसी राज्य में संवैधानिक तंत्र की विफलता के आधार पर , उसकी सभी कार्यपालक तथा विधायी शक्तियों को संघ अपने हाथ में ले सकता है और अनुच्छेद 352 से 354 के अधीन , संविधान को पूर्णरूपेण एकात्मक रूप दिया जा सकता है क्योंकि आपात स्थिति की उद्घोषणा के दौरान , संघ की कार्यपालक तथा विधायी शक्तियां राज्य सूची में सम्मिलति विषयों पर भी लागू हो जाती हैं .

Taxes belonging exclusively to the States include land revenue , Stamp Duty on items included in the State List , taxes on passengers and goods carried on inland waterways , lands and buildings , mineral rights , animals and boats , road vehicles , advertisements , consumption of electricity , luxuries , amusements etc . जिन करों पर राज्य का अन्य अधिकार है , उनमें ये मदें शामिल हैं यथा भू-राजस्व , राज्य सूची में शामिल मदों पर स्टांप शुल्क , अंतर्देशीय जलमार्गों से ढोए जाने वाले यात्रियों एवं माल पर कर , भूमि एवं भवन , खनिज अधिकार , पशु एवं नौकाएं , सड़क पर चलने वाले वाहन , विज्ञापन , बिजली की खपत , विलास सामग्री मनोरंजन आदि , स्थानीय क्षेत्र में माल के प्रवेश पर कर , राज्य चुंगी कर , राज्य-सूची के मामलों से संबंधित शुल्क और 2500 रुपये प्रति वर्ष से अनधिक व्यवसाय , व्यापार आदि पर कर ( अनुच्छेद 276 तथा सातवीं अनुसूची की सूची 2 , प्रविष्टि 60 ) .
