States do not have the power to form an independant constitution. The Constitution of India has to be followed by both the centre and the states. 2 राज्य अपना पृथक संविधान नही रख सकते है केवल एक ही संविधान केन्द्र तथा राज्य दोनो पर लागू होता है

Administrative Relations Articles 256 to 265 seek to regulate administrative relations between the Union and the States . प्रशासनिक संबंध अनुच्छेद 256 से 265 तक संघ तथा राज्यों के बीच प्रशासनिक संबंधों के विनियमन की व्यवस्था करते हैं .

It is common in federal systems that the administrative relations between the Union and the States are fraught with difficulties . संघात्मक प्रणालियों में सामान्यतया ऐसा होता है कि संघ तथा राज्यों के आपसी प्रशासनिक संबंध झमेलों से ग्रस्त रहते हैं .
