Drake points out that the refuge has never fully recovered from another misguided effort by the Army Corps of Engineers in 1977 _ the building of a " tide gate " on a 605-foot-long concrete spillway across the Back River, a tributary of the Savannah, to maintain the water depth of the main shipping channel.
