The bulk of the chapter looks at forces that weaken or strengthen Muslim unity. The former include a lack of a common language, religious schisms, geographical separation, economic disparities, political rivalries, and what the report indelicately calls a “prostitution of leadership.” This last is not so much an excoriation of Muslim kings, presidents, and emirs, but a review of how several non-Muslim powers, ending with the Soviet Union, have claimed to be the Protectors of Islam. Several Sunni governments have noted the Obama administration's reticence to act and have taken responsibility to wrest Syria from the Iranian orbit; this comes as a welcome development after their decades of accommodating the Shiite Islamic Republic. Also, as Sunni Islamists fight Shiite Islamists , both sides are weakened and their lethal rivalry lessens their capabilities to trouble the outside world. By inspiring restive minorities (Sunnis in Iran, Kurds and Shiites in Turkey), continued fighting in Syria could also weaken Islamist governments. चौथा, सीरिया में चल रहा संघर्ष पश्चिम के लिये लाभदायक है। अनेक सुन्नी सरकारों ने देखा है कि ओबामा प्रशासन इस मामले में कुछ अधिक नहीं कर रहा है तो उन्होंने सीरिया को ईरान के खेमे से निकालने के लिये स्वयं दायित्व लिया और यह स्वागतयोग्य कदम है कि दशकों तक शिया शासन को आत्मसात करने के उपरांत उन्होंने ऐसा किया। साथ ही सुन्नी इस्लामवादी शिया इस्लामवादियों से लड रहे हैं तो दोनों ही पक्ष कमजोर हो रहे हैं और उनकी घातक प्रतिद्वंदिता उनकी क्षमता को कम कर रही है कि वे बाहरी विश्व को परेशान कर सके ।अनेक असंतुष्ट अल्पसंख्यकों को प्रेरित करके ( ईरान में सुन्नी, तुर्कीमें शिया और कुर्द) सीरिया में लगातार चलने वाली लडाई इस्लामवादी सरकारों को भी कमजोर करेगी।
