Parliament is par of government itself here decisions are taken by the cabinet,in this type of government prime minister can not solely take the decisions ,here decisions are balanced but some of the decisions are not very clear or courageous. संसदीय सरकार का ही प्रकार है इस मे नीति गत निर्णय सामूहिक रूप से कैबिनेट [मंत्रि मंडल ] लेता है इस मे प्रधानमंत्री कैबिनेट पे छा नही जाता है इस के निर्णय सामान्यत संतुलित होते है लेकिन कभी कभी वे इस तरह के होते है जो अस्पष्ट तथा साहसिक नही होते है।

Parliament if a form of Government only.In this cabinet (central ministry) takes the political decisions. By this Prime Minister remains no more the prime concern in cabinet. It is a form of Parliamentary Government where the policy decisions are taken as a group by the Cabinet (Council of Ministers); here the Prime Minister does not overcast the Cabinet. While Arts 74 and 75 ordain that the Council of Ministers with the Prime Minister at its head shall be collectively responsible to the Lok Sabha , Art . 98 -LRB- clause 1 -RRB- provides for separate staff for each House and also allows the creation of posts common to both . अनुच्छेद 74 और 75 में उपबंध है कि प्रधानमंत्री के नेतृत्व में मंत्रिपरिषद सामूहिक रूप से लोक सभा के प्रति उत्तरदायी होगी और अनुच्छेद 98 के प्रथम खंड में उपबंध है कि प्रत्येक सदन के लिए पृथक अधिकारी और कर्मचारी होंगे और उसमें दोनों के साझे पदों के सृजन की भी अनुमति दी गयी है .

Committee of Privileges : Each House of Parliament and its committees collectively and its members individually enjoy certain privileges which entitle them to some rights and immunities without which the House , its committees and its members cannot discharge their functions effectively and smoothly . विशेषाधिकार समिति : संसद के प्रत्येक सदन के सदस्यों को व्यक्तिगत रूप से और सदन को सामूहिक रूप से कुछ विशेषाधिकार प्राप्त हैं जिनसे वे कुछ ऐसे अधिकारों और उन्मुक्तियों के पात्र हैं जिन के बिना सदन और उसके सदस्य अपने कृत्यों का निर्वहन प्रभावी और सुचारु रूप से नहीं कर सकते .

Sir Valentine Chirol wrote in 1910 in his Indian Unrest : “ It may be confidently asserted that never before have the Mohammedans of India as a whole identified their interests and their aspirations so closely as at the present day with the consolidation and permanence of British rule , ” Political prophesies are dangerous . सर वेलेंटाइन शिरोह ने 1910 में अपनी किताब ' इंडियन अवरेस्ट ' में लिखा था , “ यह बात बड़े इत्मीनान के साथ कही जा सकती है कि हिंदुस्तान में मुसलमानों ने सामूहिक रूप से पहले कभी भी यह नहीं सोचा था कि उनकी भलाई और उनकी खुशहाली यहां पर अंग्रेजी हुकूमत के पक़्की तौर से हमेशा बने रहने पर निर्भर है . ” राजनीति में भविष्यवाणियां करना खतरनाक होता है .

American author Ralph Peters sketches a scenario in which “U.S. Navy ships are at anchor and U.S. Marines have gone ashore at Brest, Bremerhaven or Bari to guarantee the safe evacuation of Europe's Muslims.” Peters concludes that because of European's “ineradicable viciousness,” its Muslims “are living on borrowed time” As Europeans have “perfected genocide and ethnic cleansing,” Muslims, he predicts, “will be lucky just to be deported,” rather than killed. Indeed, Muslims worry about just such a fate; since the 1980s, they have spoken overtly about Muslims being sent to gas chambers. इसके साथ ही मुसलमानों की सतर्कता भी बढेगी। अमेरिकी लेखक राल्फ पीटर्स ने एक स्थिति को रेखांकित किया जिसके अनुसार, “ अमेरिका की नौपरिवहन नौकायें सतर्क हैं और ब्रेस्ट,ब्रेमरहैवेन या बारी तक जाकर यह सुनिश्चित कर रही हैं कि यूरोप के मुसलमानों को सुरक्षित बाहर निकाला जा सके। पीटर्स अपनी बात समाप्त करते हुए कहते हैं कि यूरोप की क्रूरता के चलते इसके मुसलमान उधार के समय पर जी रहे हैं। उनके अनुसार मुसलमान इस मामले में भाग्यशाली हैं कि उन्हें सामूहिक रूप से समाप्त नहीं किया जा रहा है या उन्हें मारा नहीं जा रहा है केवल बाहर भेजा जा रहा है। निश्चित रूप से मुसलमान अपने इस भाग्य पर चिंतित होगा और 1980 से ही वे मुखर होकर बोल रहे हैं कि मुसलमानों को गैस चेम्बर में भेजा जा रहा है।
