If a member desires to make an observation on a matter before the House or to ask a question from another member who is speaking , either to obtain clarification or for the purpose of any explanation about a matter which is under consideration of the House , he has to address the question through the Chair . यदि कोई सदस्य सदन के समक्ष किसी मामले पर टिप्पणी करना चाहता हो या भाषण दे रहे किसी अन्य सदस्य से , सदन के विचाराधीन किसी मामले के बारे में , स्पष्टीकरण के लिए या किसी व्याख्या के प्रयोजन से , प्रश्न पूछना चाहता हो तो उसे पीठासीन अधिकारी के माध्यम से प्रश्न पूछना चाहिए .

On 4th March , 1909 , the Crown counsel closed his Almost all the accused declined to answer the questions put to them and merely stated that the lawyers on their behalf had their full instructions to argue and explain the evidence . 4 मार्च 1909 को सरकारी वकील ने अपना साक्ष्य समाप्त किया.तदुपरांत न्यायाधीश ने अभियुक्तों से उनके विरूद्ध साक्ष्यों के स्पष्टीकरम देने को कहा.लगभग सभी अभियुक्तों ने पूछे गए सवालों का जवाब देने से इंकार कर दिया और केवल इतना ही कहा कि उनकी तरफ से उनके वकील ही बहस करेंगे और साक्ष्यों के स्पष्टीकरण देंगे .

The procedure regarding such a discussion in the House is that after the member , who initiates the discussion has made a short statement , not more than four other members , who have given prior intimation , may ask a question each for the purpose of further elucidating any matter of fact . ऐसी चर्चा के बारे में सदन में प्रक्रिया यह है कि जिस सदस्य ने चर्चा की शुरुआत की हो उसके द्वारा संक्षिप्त बयान दिए जाने के पश्चात , अधिक से अधिक चार अन्य सदस्य , जिन्होंने इस आशय की पूर्व सूचना दी हो , किसी तथ्यात्मक बात के अग्रेतर स्पष्टीकरण के प्रयोजन से एक एक प्रश्न पूछ सकते हैं .

The procedure of Calling Attention has enabled the Parliament to keep the government on its toes ; to call for its explanation immediately oil a vital matter of general importance ; and to enable the government to state facts or its decision or to deal effectively with the matter with the knowledge and the feeling that it has the support of the House . ध्यानाकर्षण की प्रक्रिया से संसद सरकार को सतर्क रख सकती है , आम महत्व के किसी विशिष्ट मामले में तुरंत सरकार से स्पष्टीकरण मांग सकती है और ऐसी Zस्थिति पैदा कर सकती है जिससे सरकार तथ्य या अपना फैसला बताए या इस विचार और भावना से मामले में प्रभावी कार्यवाही करे कि उसे सदन का समर्थन प्राप्त है .

But since the President is a constitutional head who must act on the advice of the Council of Ministers , he would normally not withhold assent against the advice of his ministers but he may seek information , clarification or even reconsideration of the advice and for this purpose send the Bill back to the government -LSB- Arts 74 -LRB- 2 -RRB- and 78 -LRB- b -RRB- -RSB- . किंतु चूंकि , राष्ट्रपति एक संवैधानिक प्रधान होता है , जिसे मंत्रिपरिषद के परामर्श पर ही कार्य करना होता है , इसलिए सामान्यतया वह अपने मंत्रियों के परामर्श के विरुद्ध जाकर अनुमति को नहीं रोकेगा किंतु वह सूचना , स्पष्टीकरण या परामर्श पर पुनः विचार करने की मांग कर सकता है और इस प्रयोजन के लिए विधेयक को सरकार के पास वापिस भेज सकता है [अनुच्छेद 74 ( 2 ) तथा 78 ( ख ) ] .
