In America, the conservative Missouri Synod places its church authority in the congregation rather than in the bishop, though its founder, C . F . W . Walther, while establishing congregational polity for the Missouri Synod, did consider Polity ( a Church's form of government ) to be a matter of adiaphora ( something indifferent . ) Still, other conservative Lutherans, however, may favour High Church Lutheranism which remains generally favourable to the traditional doctrine of Apostolic Succession ( see above ).
