Finally, " The Big Dig " chronicles the continuing road and tunnel project in Boston, conceived by the engineer Fred Salvucci and supported by Gov . Dukakis, that is replacing an insufficient 1950s elevated highway with an alterative that should improve both transportation and the quality of life, but at a huge cost to taxpayers.
