A bill that would give the state's insurance commissioner the ability to adjust Fair Plan rates upward in coastal areas to reflect projected hurricane losses and the cost of catastrophe reinsurance is stalled in the Legislature, in part because of concerns by Cape and coastal lawmakers that home insurance rates would soar if the bill becomes law.
