The time has come for adult supervision of the faculty and administrators at many American campuses. Especially as we are at war, the goal must be for universities to resume their civic responsibilities. This can be achieved if outsiders (alumni, state legislators, non-university specialists, parents of students and others) take steps to create a politically balanced atmosphere, critique failed scholarship, establish standards for media statements by faculty and broaden the range of campus discourse. समय आ गया है अमेरिकी शैक्षणिक परिसरों के शिक्षकों और प्रशासको पर कड़ी निगरानी रखी जाए खासकर ऐसे समय में जब हम एक युद्ध लड़ रहे हैं, विश्वविद्यालयों का लक्ष्य अपनी नागरिक जिम्मेदारियों को पुन: निभाने का समय आ गया है।

First, democracy is more than holding elections; it requires the development of civil society, meaning such complex and counterintuitive institutions as the rule of law, an independent judiciary, multiple political parties, minority rights, voluntary associations, freedom of expression, movement, and assembly. Democracy is a learned habit, not instinct. The infrastructure of a civil society - such as freedom of speech, freedom of movement, freedom of assembly, the rule of law, minority rights and an independent judiciary - needs to be established before holding elections. Deep attitudinal changes must take place as well: a culture of restraint, a commonality of values, a respect for differences of view and a sense of civic responsibility. लोकतन्त्र एक सीखने वाली आदत है न कि भाव। एक सभ्य समाज की आधारभूत संरचना जैसे अभिव्यक्ति की स्वतन्त्रता, आवागमन की स्वतन्त्रता, एकत्र होने की स्वतन्त्रता, विधि का शासन, अल्पसंख्यक का अधिकार और निष्पक्ष न्यायपालिका की स्थापना होनी चाहिए फिर चुनाव कराये जाने चाहिए। व्यवहार के धरातल पर भी कुछ परिवर्तन होने चाहिए - सहिष्णुता की संस्कृति, मूल्यों की समानता, विरोधी विचारों के लिए सम्मान और नागरिक दायित्यों का बोध।

Pessimism serves as a career enhancer in Middle East studies and I am known for doom-and-gloom. But, with due hesitation, I see changes that could augur a new era, one in which infantilized Arabic-speakers mature into adults. One rubs one's eyes at this transformation, awaiting its reversal. So far, however, it has held. Perhaps the most genial symbol of this maturation is the pattern of street demonstrators cleaning up after themselves. No longer are they wards of the state dependent on it for services; of a sudden, they are citizens with a sense of civic responsibility. मध्य पूर्व के अध्ययन में निराशावाद सदैव से कैरियर को मजबूत करने वाला सिद्ध हुआ है और मुझे तो निराशा और उदासी का पर्याय ही माना जाता है। लेकिन कुछ हिचकिचाहट के साथ मुझे इन परिवर्तनों में नये युग की आहट सुनायी देती है एक ऐसा युग जिसमें नवजात अरब भाषी वयस्क होने की ओर अग्रसर हैं। इस बदलाव पर कोई भी अपनी आँख मल सकता है और इसके उलट होने की प्रतीक्षा कर सकता है। लेकिन अभी तक तो यही हुआ है।

This latter thought leads to my third and most unexpected observation: The revolts over the past two months have been largely constructive, patriotic, and open in spirit. Political extremism of any sort, leftist or Islamist, has been largely absent from the streets. Conspiracy theories have been the refuge of decayed rulers, not exuberant crowds. The United States, Great Britain, and Israel have been conspicuously absent from the sloganeering. (Libyan strongman Mu'ammar al-Qaddafi blamed unrest in his country on Al-Qaeda spreading hallucinogenic drugs .) Citizen clean ups in Tahrir Square symbolize a new civic spirit. इस बात के विचार से मेरे तीसरे और सबसे अप्रत्याशित मत की ओर बात जाती है। पिछले दो माह के विद्रोह अधिकतर रचनात्मक, देशभक्तिपूर्ण और भावना के स्तर पर काफी खुलापन लिये हुए रहे हैं। इन विद्रोहों में किसी भी प्रकार की राजनीतिक अतिवादिता वह वामपंथी , दक्षिणपंथी या इस्लामवादी रही हो उसका सर्वथा अभाव रहा है। जिन षडयंत्रवादी सिद्दांतो के सहारे दशकों तक राज किया गया उनको लेकर भीड में कोई उत्साह नहीं दिखता। नारे बाजी में ग्रेटब्रिटेन,अमेरिका या फिर इजरायल कहीं नहीं रहा। ( लीबिया के मुवम्मर अल कद्दाफी ने जरूर अपने देश की अस्थिरता के लिये अल कायदा की नशीली दवाओं को दोषी बताया)
