In view of the increasing coastal and inland water transport and in order to relieve pressure in the major ports , a chain of intermediate and small ports needed to be developed . बढ़ती हुई तटीय और आंतरिक जल परिवहन को देखते हुए तथा बड़े बंदरगाहों के भार को कम करने के उद्देश्य से मध्य दर्जे के तथा छोटे बंदरगाहों की एक श्रृंखला को विकसित करने की आवश्यकता थी .

With this aim in view , it recommended a larger role for the railways and an increasing use of inland waterways and coastal shipping , even if these needed financial assistance from the government . इस उद्देश्य को दिखाते हुए इसने रेलवे की विस्तृत भूमिका , अंतर्देशीय जलमार्गों का अधिक उपयोग तथा तटीय जलपोत व्यवस्था की सिफारिश की है यहां तक कि यदि इनको बाद में सरकार से वित्तीय सहायता की आवश्यकता भी हो .

After that several small independent states were set up under Muslim rulers . The government had also accepted in 1947 the suggestion that India should aim at carrying 100 per cent of our coastal trade , 75 per cent of trade with neighbouring countries and 50 per cent of distant trade in its ships within five to seven years . सरकार ने सन् 1947 में इस सुझाव को स्वीकार कर लिया था कि भारत का लक्ष्य पांच से सात वर्षों के अंदर अपने जहाजों से शत प्रतिशत तटीय व्यापार , पड़ोसी देशों के साथ का 75 प्रतिशत व्यापार और दूरस्थ देशों के साथ का 50 प्रतिशत व्यापार करने का होना चाहिए .
