The Motion of Thanks on the President 's Address , motion for adjournment on a matter of public importance , motion of no-confidence , motions for election or removal of the Speaker , Deputy Speaker of the Lok Sabha or the Deputy Chairman of the Rajya Sabha , privilege motions and also , all resolutions are substantive motions . राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव , लोक महत्व के किसी मामले पर स्थगन प्रस्ताव , अविश्वास प्रस्ताव , लोक सभा के अध्यक्ष , उपाध्यक्ष के या राज़्य सभा के उपसभापति के निर्वाचन के लिए या हटाने के लिए प्रस्ताव , विशेषाधिकार के प्रस्ताव और सभी संकल्प मूल प्रस्ताव होते हैं .

Should a situation arise when none from among the Speaker , the Deputy Speaker and the members of the Panel of Chairmen is present in the House , another member may be chosen by the House to act as the Chairman until one from among the Panel or the Deputy Speaker or Speaker returns to take the Chair . यदि ऐसी Zस्थिति उत्पन्न हो जाए कि अध्यक्ष , उपाध्यक्ष और सभापति-तालिका का कोई भी सदस्य सदन में उपस्थित न हो तो सभापति के रूप में कार्य करने के लिए सदन द्वारा सदन का कोई अन्य सदस्य चुन लिया जाता है ओर तब तक अध्यक्षता करता है जब तक कि सभापति-तालिका का कोई सदस्य या उपाध्यक्ष या अध्यक्ष पीठासीन होने के लिए सदन में नहीं आ जाता .
