In 1815, Secretary of State James Monroe informed President James Madison that a national bank " would attach the commercial part of the community in a much greater degree to the Government [ and ] interest them in its operations & This is the great desideratum [ essential objective ] of our system . " Support for this " national system of money and finance " grew with the post-war economy and land boom, uniting the interests of eastern financiers with southern and western Republican nationalists who sought to " Republicanize Hamiltonian bank policy . " and " employ Hamiltonian means to Jeffersonian ends ."

It would accordingly have an organized pantheon of gods not dissimilar to the classical pantheon, with a clear sense of hierarchy [ . . . ] It would contain an element of philosophical profundity, centering on the concept of'Fate'[ . . . ] There would be a healthy element of diversity in it, as shown by the eventually resolved rivalry of �sir and Vanir pantheons [ . . . ] and not too much sign of an organised priestly class-- for Grimm was a Protestant [ . . . ] [ G ] ods and goddesses would also be respectably paired off and the latter would have strong connections with the household virtues [ . . . ] A strong element of nature-worship, especially of trees and groves, was also a desideratum.

The 1904 edition of the " Encyclopedia Americana " quotes an otherwise unidentified Captain Walker, USN, in describing the role of the armored cruiser as " that of a vessel possessing in a high degree offensive and defensive qualities, with the capacity of delivering her attack at points far distant from her base in the least space of time . " The same source defines an armored cruiser as " a battleship in which the qualities of offense and defense have been much reduced to gain high speed and great coal capacity " and adds, " . . . there are many who hold that the armored cruiser is an anomaly, something less than a battleship and more than a protected cruiser, performing satisfactorily the duties of neither, with no special function of her own and lacking the great desideratum in warships, ability to fight in proportion to her great size and cost ."
