Gen. Ibrahim Firtina, a former head of the air force, was questioned in court about a plot to overthrow the government. The AKP devised an elaborate conspiracy theory in 2007, dubbed Ergenekon, to arrest about two hundred AKP critics, including military officers, under accusation of plotting to overthrow the elected government. Militarily, the Kremlin prepared by surrounding Israel with an armada of nuclear-armed forces in both the Mediterranean and Red seas, pre-positioning matériel on land, and training troops nearby with the expectation of using them. Perhaps the most startling information in Foxbats over Dimona concerns the detailed plans for Soviet troops to attack Israeli territory, and specifically to bombard oil refineries and reservoirs, and reach out to Israeli Arabs. But that hardly mattered to CIBC, which quickly fulfilled Saloojee's demands, issuing a public apology and requiring Rubin (called by the CIBC “one of Canada's long standing premier economists”) to undergo cross-cultural diversity training. Wente provides some interesting details on the latter, which was conducted by Laraine Kaminsky , executive vice president of Graybridge Malkam , diversity specialists based in Ottawa. Kaminsky devised a curriculum especially for Rubin, and CIBC paid a cool C$5,000 for her two-hour session with Rubin.
