Subhas Chandra Bose joined by Saifuddin Kitchlu and Abdul Bari issued a separate manifesto opposing the acceptance of Dominion Status and participation in the so-called Round Table Conference . लेकिन यहीं एक अलग घोषणा पत्र भी जारी हुआ.इसमें सुभाष चन्द्र बोस के साथ-साथ सैफुद्दीन किचलू तथा अब्दुल बारी ने औपनिवेशिक राज़्य का दर्जा-डोमिनियन स्टेट्स-स्वीकार करने और तथाZकथित गोलमेज कांफ्रेंस में भाग लेने का विरोध किया .

Tilak and his associates , Bipin Pal and Lala Lajpat Rai , refused to accept the goal of the Indian National Congress , viz , the establishment of a responsible government in India of the type prevalent in the self-governing dominions of the British Empire . तिलक तथा उनके सहयोगी , बिपिन पाल और लाला लाजपत राय भारतीय राष्ट्रीय कांग्रेस के इस लक्ष्य को मानने को तैयार न थे कि ब्रिटिश साम्राज्य में प्रचलित स्वशासित उपनिवेशों की तरह भारत में भी जिम्मेदार सरकार की स्थापना की जाए .

The Congress , however , adopted the Nehru Report at its Calcutta Session -LRB- December 1928 -RRB- with the proviso that if Dominion status was not conceded within one year , the Nehru Report would lapse and the Congress would revert to its policy of complete independence . Ever since Subhas delivered his first thrust at the Calcutta Congress in 1928 with his independence resolution in opposition to Gandhiji 's on Dominion Home Rule , he had been addressing student , youth and political conferences across the country . सन् 1928 की कलकत्ता कांग्रेस में , गांधी जी के डोमिनियन होमरूल धवाले प्रस्ताव के विरुद्ध स्वाधीनता का प्रस्ताव पेश करते हुए सुभाष ने पहले-पहल संपूर्ण सवधीनता की बात उठायी थी , और तब से देश भर में छात्रों , युवाओं तथा राजनीतिज्ञों के सम्मेलनों में वे अनवरत इस विषय पर बोलते आये थे .

Subhas Chandra Bose moved an amendment at the open session advocating complete national independence as the goal of the Congress in opposition to Mahatma Gandhi 's resolution demanding Dominion Status and giving the British Government twelve months to fulfil the demand . महात्मा गांधी द्वारा पेश इस प्रस्ताव में डोमिनियन स्टेट्स की मांग करते हुए ब्रिटिश सरकार को ( मांग स्वीकार करने के लिए ) साल भर की मोहलत दी गयी थी , जिस पर खुले अधिवेशन में संशोधन पेश करते हुए सुभाष ने कहा कि कांग्रेस पार्टी का लक्ष्य होना चाहिए देश की संपूर्ण स्वाधीनता .

The compromise proposal the Cabinet Mission put before Indian leaders was that autonomous groups of the Muslim and Hindu majority provinces should be joined in a loose federation which should immediately be given the status of a British Dominion with the inherent right of cessation . कंबिनेट मिशन ने भारतीय नेताओं के समझा जो समझोते का प्रस्ताव प्रस्तुत किया , वह तय था कि मुसलमान तथा हिंदू बहुमत वाले प्रांतों के स्वायत्त समुदायों का एक अस्थायी शिथिल संघ में सम्लित कर दिया जाये और तुरंत ब्रिटिश स्वतंत्र उपरनिवेश का दर्जा दे दिया जाये , जिसमें अवसान किए जाने के अधिकार भी निहित हों .
