Juan Jose Gomez, the manager of Torreon's municipal water system, said that punching thousands of deep wells in the region to irrigate fields of alfalfa and other cattle-feed crops has consumed so much water since the 1950s that the aquifers under Torreon have dropped hundreds of feet.
