This is indeed achievable. As I wrote a decade ago in response to the Algerian crisis, instead of focusing on quick elections, which almost always benefit the Islamists, the American government should shift its efforts to slower and deeper goals: “political participation, the rule of law (including an independent judiciary), freedom of speech and religion, property rights, minority rights, and the right to form voluntary organizations (especially political parties).” Elections should only follow on the achievement of these steps. The only way to stop this cycle is for governments to stand firmly on principle: “Citizens have freedom of speech, which specifically means the right to insult and annoy. The authorities will protect this right. Muslims do not enjoy special privileges but are subject to the same free-speech rules as everyone else. Democratization : Voting does not start the democratization process but culminates and ends it. Before Iraqis can benefit from meaningful elections, they need to leave behind the bad habits of Saddam Hussein's tyrannical rule and replace them with the benign ways of civil society. There are many steps ahead, such as creating voluntary institutions (political parties, lobby groups, etc.), entrenching the rule of law, establishing freedom of speech, protecting minority rights, securing property rights, and developing the notion of a loyal opposition. Elections can evolve with these good habits. Voting should start at the municipal level and gradually move up to the national level. Also, they should begin with legislatures and move to the executive branch. लोकतंत्रीकरण - मतदान लोकतंत्रीकरण की प्रक्रिया की परिणति है न कि इसका आरंभ . इससे पहले कि इराकी चुनावों का अर्थपूर्ण लाभ उठा सकें उन्हें सद्दाम हुसैन के क्रूरतापूर्ण शासन की आदतों को छोड़कर सिविल समाज की अच्छी आदतों को सीखना होगा. इसके बहुत से रास्ते हैं जैसे स्वयंसेवी संस्थाओं का निर्माण (राजनीतिक दल, लॉबी ,गुट आदि ) , कानून का शासन स्थापित करना , अभिव्यक्ति की स्वतंत्रता स्थापित करना , अल्पसंख्यकों के अधिकारों की सुरक्षा , संपत्ति के अधिकार की सुरक्षा सुनिश्चित करना तथा एक सार्थक विपक्ष के सिद्धांत को विकसित करना . इन अच्छी आदतों में से चुनाव निकलकर आएगा .मतदान नगरपालिका स्तर से शुरु हो कर राष्ट्रीय स्तर तक जाए . साथ ही विधायिका से शुरु हो कर कार्यपालिका तक जाए . इस प्रक्रिया में समय लगेगा क्योंकि इराक की विभाजित जनता को परस्पर निकट लाना और उनकी दशकों की अधिनायकवादी आदतों को छुड़ाना सरल नहीं है. मैक्सिको दक्षिण अफ्रीका , रुस , चीन के अनुभव बताते हैं कि क्रूरता से लोकतंत्र तक का रास्ता काफी लंबा और उबड़ खाबड़ है . कोई भी कठिन कार्य जल्दबाजी में नहीं किया जा सकता और वह भी किसी विदेशी द्वारा. केवल इराकी जनता ही इस दिशा में प्रगति कर सकती है और वह भी अपने तरीके से अपनी भूलों से सबक लेते हुए .
