In accordance with the traditional friendship established between the two countries, each of the High Contracting Parties solemnly declares that it shall not enter into or participate in any military alliance directed against the other Party.

"The participating high contracting parties call upon the occupying power to immediately refrain from committing grave breaches involving any of the acts " cited in the Fourth Geneva Convention, which governs conduct during occupation, the declaration said.

It is understood between the High Contracting Parties that responsibility for the maintenance of internal order in'Iraq and, subject to the provisions of Article 4 above, for the defence of'Iraq from external aggression rests with His Majesty the King of'Iraq.
