But it should be clearly understood that only such elements of these different cultures are considered to be part of the common national culture as can be incorporated so harmo- niously with the collective mind of the people that all sections and communities regard them as their own . किंतु यह सप्ष्ट समझ लेना चाहिए कि इन विभिन्न संस्कृतियों के केवल वे ही तत्व आम राष्ट्रीय संस्कृति के अंग माने जाते है , जिन्हें ऐसी सदभावना के साथ लोगों के सामूहिक मन से जोड़ा जा सके कि सभी वर्ग और सामूहिक अवस्था को राष्ट्रीय संस्कृति कहा जाता है .

But if our new national culture is to be built on a broad and strong foundation we have to perform another act of cultural synthesisharmonising the upper and middle-class culture which is mainly confined to the urban areas , with the rural culture of the mass of the people . किंतु यदि हमारी नयी राष्ट्रीय संस्कृति को व्यापक तथा मजबूत नींव पर निर्मित होना है , तो उच्च और मध्यमवर्गीय संस्कृति जो शहरी क्षेत्रों में सीमित है , को बड़े जनसमूह की ग्रामीण संस्कति के साथ समन्वय स्थापित करने के लिए हमें संश्लेषण का एक और कार्य संपन्न करना होगा .

With the cementing force of a new link language , provided it keeps as close as possible to spoken Hindustani , we will be able to build a new national culture out of the remnants of the common Hindustani culture and the best elements of the vast material furnished by the various regional languages . नयी संपर्क भाषा की मेल कराने की शक़्ति , बशर्ते की वह बोली जाने वाली हिंदुस्तानी के यथासंभव निकट हो , हम आम हिंदुस्तानी संस्कृति के अवशेषो तथा विभिन्न क्षेत्रीय भाषाओं द्वारा प्रदत्त विशाल सामग्री के अच्छे तत्वों से एक नयी राष्ट्रीय संस्कृति बनाने में समर्थ हो सकेंगें .

The differences among old comrades do not give any positive cause for alarm at present as they are kept in check by mutual respect and love , but unless they are reconciled , the work of building up a harmonious national culture as a bastion of national unity will not proceed with the necessary speed and in the right spirit . वर्तमान में पुराने साथियों के बीच मतभेद सतर्कता के लिए सकारात्मक कारण नहीं बनते , क़्योंकि परस्पर प्रेम और सम्मान से वे नियंत्रित रहते है , किंतु जब तक उनका समाधान नहीं होता , राष्ट्रीय एकता के गढ़ के रूप में सदभावनापूर्ण राष्ट्रीय संस्कृति निर्मित करने का कार्य सही भावना में आवश्यक गति से आगे नहीं बढ़

If in accordance with the recommendations of the Language Commission , all the major Indian languages recognised by the Constitution are allowed to flourish within their own spheres , with English given an important place as an international cultural and scientific language and a modified form of Hindi accepted as the common link language , the work of building a new national culture will become easier . यदि भाषा आयोग की सिफारिशो के संदर्भ में संविधान द्वारा मान्य सभी प्रमुख भारतीय भाषाओं , को , अंग्रेजी को एक अंतराष्ट्रीय सांस्कृतिक एवं वैज्ञानिक भाषा के रूप में साथ लेकर अपने अपने क्षेत्र में पनपने दिया जाता है और आम संपर्क भाषा के रूप में हिंदी के संशोधित रूप को स्वीकार किया जाता है तो नयी राष्ट्रीय संस्कृति बनाने का काम अपेक्षाकृत अधिक सरल हो जायेगा .

In India , past traditions as well as present circumstances favour the growth of a peculiar type of nationhood which is federal more in the cultural than in the political sense , which promotes a common national culture but at the same time ensures for various communities freedom to maintain and develop their own cultural and religious traditions , so long as they are not detrimental to national unity and the general welfare . भारतवर्ष में , प्राचीन परंपराएं , साथ ही साथ वर्तमान परिस्थितियों , विशिष्ट प्रकार की राष्ट्रीयता के बढ़ने में सहायक हो रही हैं जो , राजनैतिक अर्थो की अपेक्षा सांस्कृतिक अर्थो में अधिक संघीय हैं.इससे आम राष्ट्रीय संस्कृति प्रवर्तित होती है , और इसके साथ ही विभिनन समुदायों को , उनकी अपनी सांस्कृतिक तथा धार्मिक परंपराओं को सुरक्षित रखने और विकसित करने का आश्वासन मिलता है , यदि वे राष्ट्रीय एकता और सामान्य कल्याण के लिए हानिकर हों .

The great national cultures - Italian, French, English, and others - will likely wither, replaced by a new transnational Muslim identity that merges North African, Turkish, subcontinental, and other elements. जैसा कि दिखाई पड़ रहा है कि गैर मुसलमान नयी इस्लामी व्यवस्था की ओर प्रवृत्त हुये तो यह महाद्वीप मुस्लिम बहुसंख्यक क्षेत्र बन जायेगा. जब ऐसा होगा तो भव्य चर्च पुरानी सभ्यता के अवशेष बनकर रह जायंगे जब तक कि सउदी शैली का प्रशासन उसे मस्जिद में न परिवर्तित कर दे या तालिबान जैसा प्रशासन उसे उड़ा न दे. इटली, फ्रांसीसी, अंग्रेज और अन्य महान राष्ट्रीय संस्कृतियों का पतन होगा और उनका स्थान उत्तरी अफ्रीका , तुर्की, उपमहाद्वीप और अन्य तत्वों के विलयन से बनी पराराष्ट्रीय इस्लामी पहचान ले लेगी.
