Over time, regimes learned to protect themselves through overlapping intelligence services, reliance on family and tribal members, repression, and other mechanisms. Four decades of sclerotic, sterile stability followed. There is good news to report: The idea that “militant Islam is the problem, moderate Islam is the solution” is finding greater acceptance over time. But there is also bad news, namely growing confusion over who really is a moderate Muslim. The U.N. Relief and Works Agency (UNRWA), an organization set up uniquely for Palestinian refugees in 1949, defines Palestinian refugees differently from all other refugees. They are persons who lived in Palestine “between June 1946 and May 1948, who lost both their homes and means of livelihood as a result of the 1948 Arab-Israeli conflict.” Especially important is that UNRWA extends the refugee status to “the descendants of persons who became refugees in 1948.” It even considers the children of just one Palestinian refugee parent to be refugees. The High Commission's definition causes refugee populations to vanish over time; UNRWA's causes them to expand without limit. Let's apply each definition to the Palestinian refugees of 1948, who by the U.N.'s (inflated) statistics numbered 726,000. Static : An unchanging holy scripture cannot account for change over time. If the Koran causes terrorism, then how does one explain the 1960s, when militant Islamic violence barely existed? The Koran was the same text then as now. More broadly, over a period of 14 centuries, Muslims have been inspired by the Koran to act in ways aggressive and passive, pious and not, tolerant and not.
