It recommended a three-tier structure consisting of the Union of India at the top , groups of Provinces in the middle and provinces and princely states at the bottom . उसने त्रितलीय ढांचे1 की सिफारिश की जिसमें बारत संघ को सबसे ऊपर , प्रांतों के समूहों को बीच में और प्रांतों तथा देसी रियासतों को सबसे नीचे रखा गया था .
