We appear to be witnessing the emergence not of a robust NATO following the Claes-Aznar model, one leading the fight against radical Islam, but an institution hobbled from within, incapable of standing up to the main strategic threat for fear of offending a member government. And then there is the New York Police Department, an institution uniquely spurred by 9/11 to abandon its former laxity and get serious. The force that had mishandled prior terrorist incidents (e.g., the assassination of Meir Kahane) quickly transformed itself into an outstanding counterterrorist agency under the remarkable leadership of Raymond Kelly. ( Andrew McCarthy calls him a “godsend”). But that resistance proved deep and ultimately triumphant. Atatürk had few successors and his Republic of Turkey is moving back toward Sharia . Westernization, it turned out, looked stronger than it really was because it tended to attract visible and vocal elites while the masses generally held back. Starting around 1930, the reluctant elements began organizing themselves and developing their own positive program, especially in Algeria, Egypt, Iran, and India. My conversations in Israel led me to conclude that these complexities impede robust discussion, by Jews and Arabs alike, of the full implications of Israeli Arabs' anomalous existence. Extremist parliamentarians and violent youth get dismissed as an unrepresentative fringe. Instead, one hears that if only Israeli Arabs received more respect and more municipal aid from the central government, current discontents would be eased; that one must distinguish between (the good) Arabs of Israel and (the bad) Arabs in the West Bank and Gaza; and a warning that Israeli Arabs will metastasize into Palestinians unless Israel treats them better. The Muslim citizens of Israel, usually known in English as Israeli Arabs, constitute enemy no. 3. (But I focus on Muslims, not Arabs, because Arabic-speaking Christians and Druze are generally less hostile.) Israeli Muslims began inconsequentially; in 1949, they constituted a population of 111,000 and 9 percent of Israel's population. They then multiplied ten-fold, to 1,141,000 in 2005, 16 percent of the population. Sep. 25, 2012 update : After a full two weeks of embarrassing mumbo-jumbo on the matter of freedom of expression Barack Obama used his speech to the United Nations at first lengthily to lambast the Innocence of Muslims (“crude and disgusting … an insult not only to Muslims, but to America”) and then, at last, to provide a robust defense of the American way: there are some who ask why we don't just ban such a video. The answer is enshrined in our laws: our Constitution protects the right to practice free speech. Here in the United States, countless publications provoke offense. Like me, the majority of Americans are Christian, and yet we do not ban blasphemy against our most sacred beliefs. Moreover, as President of our country, and Commander-in-Chief of our military, I accept that people are going to call me awful things every day, and I will always defend their right to do so.
