Eliciting Opinion : If a motion for circulation of the Bill for the purpose of eliciting opinion thereon is adopted , the Secretariat of the House circulates letters to all the State governments and Union territories asking them to publish the Bill in their Gazettes for inviting opinions of local bodies , associations , individuals or institutions concerned with the Bill . राय जानना ः यदि किसी विधेयक पर राय जानने के लिए उसे परिचालित करने का प्रस्ताव , स्वीऋत होता है तो उस सदन का सचिवालय सभी राज्य सरकारों और संघ राज्य क्षेत्रों को पत्र भेजकर उनसे कहता है कि वे विधेयक से संबंधित स्थानीय निकायों , संघों , व्यि>यों या संस्थाओं की राय आमंत्रित करने के लिए अपने अपने राजपत्रों में उसे प्रकाशित करें .

The Bureau of Parliamentary Studies and Training , set up in 1976 as an integral division of the Lok Sabha Secretariat , is designed to meet the long-felt need to provide the legislators and officials witfi institutionalised opportunities for problem-oriented studies and systematic training in the various disciplines of parliamentary institutions , process and procedures . संसदीय अध्ययन तथा प्रशिक्षण केंद्र लोकसभा सचिवालय के एक प्रभाग के रूप में 1976 में स्थापित किया गया था.इसका उद्देश्य विधायकों और अधिकारियों को संसदीय संस्थाओं के विभिन्न विषयों , कार्य पद्धतियों एवं प्रक्रियाओं में पैदा होने वाली समस्याओँ की दृष्टि से अध्ययन और क्रमबद्ध प्रशिक्षण के संस्थागत अवसर उपलब्ध कराने की काफी समय से महसूस की जा रही आवश्यकता पूरी करना है .

If members of the country 's Legislature have to exercise their rights and discharge their responsibilities without fear or favour , they must have the liberty of seeking exposure , of any governmental lapses , thus bringing the policies and performance of the government to the limelight of public scrutiny . The Legislature and the Legislators can discharge this function effectively and in a competent manner , only if they have a Secretariat of their own unconnected with and independent of the control of the Executive . यदि देश के विधानमंडल को और सदस्यों को बिना भय या पक्षपात के अपने अधिकारों का प्रयोग करना है और अपने दायित्वों का निर्वहन करना है तो उन्हें इतनी स्वतंत्रता अवश्य होनी चाहिए कि वे सरकार की त्रुटियों को प्रकाश में ला सके , जिससे विधानमंडल और विधायक इस कृत्य का निर्वहन प्रभावी रूप से और योग्यता से तभी कर सकते हैं जब उनका अपना सचिवालय हो जो कार्यपालिका के नियंत्रण से मुक्त हो .

He authenticates Bills in the absence of the Speaker ; sends and receives messages on behalf of the House ; receives notices , petitions , documents and papers addressed to or intended for the House ; issues summons under his signature to witnesses to appear before the House or Committees thereof , corresponds with members including ministers and others on behalf of the Speaker ; issues admission tickets to the galleries ; controls the finances and accounts of the House and its Secretariat ; circulates lists of business , bulletins and notices of amendments ; prepares the journal , minutes and verbatim records of the House ; arranges for the supply of information to members on various subjects in which they may be interested ; edits and publishes a large number of periodicals and other parliamentary publications ? digests , journals , monographs , brochures , factsheets , background briefs , research studies , books , etc . for the benefit of members and others . महासचिव , राष्ट्रपति की ओर से , सदन के अधिवेशन में उपस्थित होने के लिए सदस्यों को ? आमंत्रण ? जारी करता है , अध्यक्ष की अनुपस्थिति में विधेयकों को प्रमाणित करता है ; सदन की ओर से संदेश भेजता है और प्राप्त करता है ; सदन को संबोधित या सदन के लिए अभीष्ट सूचनाएं , याचिकाएं , दस्तावेज और अन्य पत्र प्राप्त करता है ; सदन के समक्ष या उसकी समितियों के समक्ष पेश होने के लिए साक्षियों को समन जारी करता है ; अध्यक्ष की ओर से सदस्यों , मंत्रियों तथा अन्यों के साथ पत्र व्यवहार करता है ; दीर्घाओं के लिए प्रवेश-पत्र जारी करता है ; सदन और उसके सचिवालय के वित्त एवं लेखाओं पर नियंत्रण रखता है ; कार्य सूचियां , बुलेटिन और संशोधनों की सूचनाएं परिचालित करता है ; सदन के जनरल , कार्यवाही सारांश और शब्दश : कार्यवाही-वृत्तांत तैयार कराता है ; जिन विभिन्न विषयों में सदस्य रुचि रखते हों ; उन्हें उनके बारे में जानकारी भेजने की व्यवस्था करता है ; सदस्यों और अन्य लोगों के उपयोग के लिए बहुत-सी पत्रिकाओं ओर अन्य संसदीय प्रकाशनों का संपादन करता है और उन्हें प्रकाशित करता है , अर्थात सारांश , पत्रिकाएं , पुस्तिकाएं , तथ्यात्मक-पत्र , पृष्ठाधार , शोध पत्र , पुस्तकें आदि .
