It is often forgotten that the contact of the common man with the justice system occurs only at the level of the subordinate courts ; he has rarely occasion to go to the High Court and therefore , if we want to inspire confidence in the common man that he can get justice , it is imperative to strengthen the subordinate judiciary . हम प्राय : भूल जाते हैं कि न्याय तंत्र के साथ आम आदमी का संपर्क अधीनस्थ न्यायालयों के स्तर पर ही होता है ; उसे उच्च न्यायालय जाने की जरूरत शायद ही कभी पड़ती है.अत : यदि हम सामान्यजन के अंदर यह विश्वास उत्पन्न करना चाहते हैं कि उसे न्याय मिल सकता है तो उसके लिए यह परम आवश्यक है कि हम अधीनस्थ न्यायपालिका को मजबूत करें .
