Those days are so remote and their terminology so forgotten that even President Bush now speaks of “non-negotiable demands” (in his case, concerning human dignity), forgetting the deadly origins of this phrase. Most anti-Western terrorist attacks these days are perpetrated without demands being enunciated. Bombs go off, planes get hijacked and crashed into buildings, hotels collapse. The dead are counted. Detectives trace back the perpetrators' identities. Shadowy websites make post-hoc unauthenticated claims. एक पीढी पहले के आतंकवादी अपनी इच्छा कर देते थे .सितंबर 1970 को पापुलर फ्रंट फार द लिबरेशन आफ फिलीस्तीन ने विमानों का अपहरण कर अपनी माँगें मनवाते हुए ब्रिटेन , स्वीटजरलैंड और पश्चिम जर्मनी की जेलों में बंद अरब आतंकवादियों को छुड़वा लिया था .नीति निर्धारकों ने आतंकवादियों की माँगों के आगे न झुकने की बात कही तो अपहृत व्यक्तियों के परिजनों ने किसी भी कीमत पर उन्हें छुड़ाने की सरकार से माँग की इस कारण अपहरण का नाटक कुछ दिन चला . इसी प्रकार 1977 में वाशिंगटन डी सी के दो इमारतों पर हमला करने वाले हनाफी मुस्लिम गुट ने माँग की कि मोहम्मद पर बनी फिल्म वापस ली जाए , 750 डालर जुर्माना भरा जाए , हनाफी नेता के परिजनों को और मैलकम एक्स के हत्यारों को सामने लाया जाए .

The Islamic system of life is the supreme need of our time. Human problems grow by leaps and bounds. There is no peace anywhere in this world. The fundamental needs of man-food, drinking water, shelter, basic education, medicine-lie unattended, especially among the downtrodden. The rich are getting richer and the poor are getting poorer day by day. Human rights are only for the privileged people of liberal societies; they are denied to the vast societies of Asia, Africa, Europe, and America. Communism, capitalism, and the liberal democracies of the world, despite their tall claims, have failed to resolve any of these human problems. Rather, they have become an instrument in augmenting them. इस्लामी जीवन शैली हमारे समय की सबसे बडी माँग है। मानवीय समस्यायें दिनों दिन तेजी से बढ रही हैं। इस विश्व में कहीं भी शांति नहीं है। मनुष्य की मूलभूत आवश्यकतायें दवा, पीने का पानी, शरण , मौलिक शिक्षा , चिकित्सा वंचित लोगों तक नहीं पहुँच पा रही हैं। सम्पन्न लोग अधिक सम्पन्न हो रहे हैं और गरीब दिन ब दिन गरीब होते जा रहे हैं। मानवाधिकार केवल उदार समाज के कुछ विशेषाधिकार लोगों के लिये है और इससे एशिया, अफ्रीका , यूरोप और अमेरिका के बडे वर्ग को वंचित रखा गया है। विश्व में कम्युनिज्म, पूँजीवाद और उदार लोकतंत्र अपने बडे बडे दावों के बाद भी मनुष्य की इन समस्याओं का समाधान करने में असफल रहे हैं। इसके स्थान पर उन्होंने इसे बढाया ही है।

It is with great dismay that we read Daniel Pipes' column on UNRWA and the Palestine refugees (“The Refugee Curse,” Opinion, Aug. 19). While Pipes is entitled to his opinion, his article was willfully misleading on a number of points. Palestine refugees differ from other refugees because a majority of them continue to suffer the plight of dispossession and statelessness. Rather than their “status” as refugees creating “anguish and discontent,” it is their dispossession and statelessness that lies at the heart of their predicament. UNRWA's education, health, relief and social services have developed the human potential of the Palestine refugees enabling them to be self-reliant members of the societies in which they live. What condemns the Palestine refugees to “lives of exclusion, self-pity and nihilism” is not UNRWA, but rather the inability of the parties of the conflict to solve the refugee issue. Thus, dismantling UNRWA will not “solve the Palestinian refugee problem,” as Pipes claims. The refugees and their plight would still exist. UNRWA itself is not mandated to solve the refugee problem, which is a political question for the parties to the conflict. संयुक्त राष्ट्र सहायता और कार्य एजेन्सी की गणना में शरणार्थियों के बच्चे, पोते, परपोते और वे फिलीस्तीनी भी आते हैं जिन्होंने 1967 में अपना घर छोड़ा और इस प्रकार शरणार्थी 40 लाख 25 हजार हैं। वैश्विक परिभाषा के अनुसार 2 लाख शरणार्थी 40 लाख 25 हजार शरणार्थियों की संख्या का मात्र 5 प्रतिशत हैं। अन्तर्राष्ट्रीय मानदण्डों के अनुसार शेष 95 प्रतिशत किसी भी प्रकार शरणार्थी नहीं हैं। जो फिलीस्तीनी कभी भी कहीं नहीं गये उन्हें गलत ढंग से शरणार्थी स्तर देकर संयुक्त राष्ट्र सहायता एजेन्सी रचनात्मक और औद्योगिक लोगों को निकाले जाने, आत्म दया और उपयोग हीन के रूप में निन्दित किया है। उसके बाद अरब सरकारों की योजनायें स्थिति को और बिगाड़ रही हैं जब वे फिलीस्तीनियों को शरणार्थी स्तर में बैठा देती हैं। उदाहरण के लिये लेबनान में 4 लाख राज्यहीन शरणार्थियों को पब्लिक स्कूल में जाने की अनुमति नहीं है तथा स्वामित्व या घर की सम्पत्ति को ठीक करने का अधिकार नहीं है।
