This history suggests that the coalition's grand aspirations for Iraq will not succeed. However constructive its intentions to build democracy, the coalition cannot win the confidence of Muslim Iraq nor win acceptance as its overlord. Walker , a former Turkey desk officer at the State Department now studying at Princ-eton University, referring to the Justice and Development Party (known as the AKP). As for the coalition forces, after installing a strongman they should phase out their visible role and pull back to a few military bases away from population centers. From these, they can quietly serve as the military partner of the new government, guaranteeing its ultimate security and serving as a constructive influence for the entire region. The approach outlined here undercuts the rage of anti-imperialism, finesses the almost certain violence against coalition troops and prevents the Iranians from colonizing Iraq. Such ad hockery reflects something deeper than incompetence: the difficulty of devising a constructive policy toward a region where, other than in a few outliers (Cyprus, Israel, and Iran), populations are predominantly hostile to the West. Friends are few , powerless, and with dim prospects of taking control. The hardship model, subscribed to by all Western states, attributes Palestinian actions to poverty, isolation, Israeli roadblocks, the lack of a state, etc. Mahmoud Abbas , the PA leader, summed up this viewpoint at the Annapolis conference in November: “the absence of hope and overwhelming despair … feed extremism.” Eliminate those hardships and Palestinians, supposedly, would turn their attention to such constructive concerns as economic development and democracy.
