The "'contiguous zone "'is a band of water extending from the outer edge of the territorial sea to up to from the baseline, within which a state can exert limited control for the purpose of preventing or punishing " infringement of its customs, fiscal, immigration or sanitary laws and regulations within its territory or territorial sea ".

Such pursuit must be commenced when the foreign ship or one of its boats is within the internal waters, the archipelagic waters, the territorial sea, or the contiguous zone if the pursuit has not been interrupted . . . . . The right of hot pursuit ceases as soon as the ship pursued enters the territorial sea of its own State or of a third State ."
