Victory against Islamism, presumably, will draw on both these legacies and mix them into a novel brew of conventional war, counterterrorism, counterpropaganda, and many other strategies. At one end, the war effort led to the overthrow of the Taliban government in Afghanistan; at the other, it requires repelling the lawful Islamists who work legitimately within the educational, religious, media, legal, and political arenas. इस्लामवाद के विरुद्ध विजय सम्भावित रूप से दोनों ही विरासतों को मिलाकर एक अभूतपूर्व परम्परागत युद्ध, आतंकवाद प्रतिरोध, प्रचार का जवाब प्रचार और अन्य रणनीतियों से प्राप्त होगी। एक ओर जहाँ युद्धगत प्रयासों से अफगानिस्तान में तालिबान सरकार को ह्टाया गया वहीं इसकी भी आवश्यकता है कि उन कानून सम्मत इस्लामवादियों को भी समाप्त किया जाये तो मान्यतापप्राप्त तरीके से शैक्षिक, धार्मिक, मीडिया, विधिक और राजनीतिक क्षेत्रों में कार्यरत हैं।

The most effective form of counterterrorism fights not the terrorists but the ideas that motivate them. This strategy involves two main steps. First, defeat the Islamist movement just as the fascist and communist movements were defeated - on every level and in every way, making use of every institution, public and private. Edina Lekovic from the Muslim Public Affairs Council repeated the MPAC argument of the need to cultivate Islamists for counterterrorism: “When the people we need most in the fight against terrorism, American Muslims, feel alienated by the president's characterization of these supposed terrorists, that does more damage than good.” (Supposed terrorists?) Her case, however, has recently been undercut by the example of Mubin Shaikh and the Toronto 17 , in which an Islamist informer has been widely shunned by fellow Muslims. While methods that target the whole population have general value - SPOT did discover passengers with forged visas, fake IDs, stolen airline tickets, and various forms of contraband - its utility for counterterrorism is dubious. Terrorists trained to answer questions convincingly, avoid sweating, and control stress should easily be able to evade the system. The airport disruptions following the thwarted London plot prompted much discussion about the need to focus on the source of Islamist terrorism and to profile Muslims. In the words of a Wall Street Journal editorial , “a return to any kind of normalcy in travel is going to require that airport security do a better job of separating high-risk passengers from unlikely threats.” सभी यात्रयों पर नजर रखने वाली पद्धति का अपना उपयोग है, पर्यवेक्षण नीति द्वारा यात्रियों की जाँच से फर्जी वीजा, जाली पहचान पत्र, चोरी के हवाई टिकट सहित अनेक चीजों की जाँच तो सम्भव है परन्तु आतंकवाद प्रतिरोध में इसकी सफलता संदिग्ध है. आतंकवादियों को सन्तोषजनक ढंग से प्रश्नों का उत्तर देने का, पसीने से बचने का और तनाव न आने देने का प्रशिक्षण दिया जाता है ताकि इस प्रणाली की पकड़ से बचा जा सके.

Can this be achieved? Yes, and partially via effective conventional counterterrorism. Individuals must be hunted down, organizations closed, networks smashed, borders monitored, money denied, WMD restricted. These steps, however, address only the symptoms of the problem, not the problem itself. “The problem itself” consists of the motivating forces that lie behind the surge of violence by Muslims in the name of Islam. Only by isolating why terrorism has emerged as so prominent a feature of Muslim life can the violence be countered. क्या ऐसा सम्भव है? ऐसा सम्भव है और कुछ तो परम्परागत आतंकवाद प्रतिरोध से. व्यक्तिगत जेहादियों को पकड़ा जाये, संगठनों पर रोक लगाई जाये, नेटवर्क ध्वस्त किया जाये, सीमाओं पर नजर रखी जाये, धन प्राप्त होने से रोका जाये और जनसंहारक हथियारों पर प्रतिबन्ध लगाया जाये. यद्यपि ये सभी कदम समस्या के लक्षण की ओर ही संकेत करते हैं न कि स्वयं समस्या की ओर. समस्या तो इस्लाम के नाम पर हिंसा करने की मुसलमानों की प्रेरणा है. मुसलमान के जीवन से आतंकवाद को अलग-थलग करके ही हिंसा का प्रतिरोध सम्भव है.

But for two main reasons, terrorism does radical Islam more harm than good. First, it alarms and galvanizes Westerners. For example, the July 7 bombings took place during the G8 summit in Scotland, where world leaders were focused on global warming, aid to Africa, and macro-economic issues. In a London minute, the politicians then redirected their attention toward counterterrorism. The autopsy revealed that Jandoubi was wearing two pairs of trousers and four pairs of underpants, which the coroner compared to what is worn by “Islamic militants going into battle or on suicide missions.” Also, the chemical plant was processing ammonium nitrate, a stable chemical that requires a substantial infusion of energy to explode. Ignoring these signs, the French authorities declared there was “no shred of evidence” of the explosion being a terrorist act and ruled it an accident. They even prosecuted two publications merely for calling Jandoubi a “radical Islamist,” making them pay tens of thousands of dollars in fines to Jandoubi's heirs, a mosque and a Muslim organization for their “defamation” of Jandoubi. Work dispute, hate crime, road rage, derangement, post-traumatic stress, industrial accident ... these expressions of denial obstruct effective counterterrorism.
